Instead, if you want YouTube or Netflix or whatever to get to you, instead of Verizon putting a surcharge on your internet bill they will just go to Google or Netflix and say 'pay us xxx and you will get this much bandwidth delivered to customers in zip code yyyy', where xxx is a different number based on perceived ability to pay by the producers and the value they place on eyeballs in zip code yyyy.
