Meaning that . . .


you as a consumer are not allowed to pay Verizon FIOS a few dollars extra to ensure that Netflix is streaming at an ultra high rate - you have to pay for that ultra high rate for everything if you want it

AND

that Comcast as a provider cannot allow NBCSN online to stream faster while giving less bandwidth to WATCHESPN - so they cannot prefer their content over others

Less consumer freedom with less potential for abuse.
