If you look at most sports, except football and basketball -


the number of scholarships is pretty close to the number of players you need on the field, court, etc. in a game, event, etc.

Rowing has multiple boats of 8+1 and 4+1 for every race. For the NCAA Championship it is 2 boats of 8+1 and a 4+1 - so 23 "starters" in an NCAA championship meet.

Soccer has 11 starters.

Volleyball is one that sticks out as having a lot more scholarships than starters, and that is a reason that HS volleyball has becomes such a big thing, volleyball is a HUGE offset for Title IX purposes.
