Patient satisfaction doesn't seem to be a priority for med office staff

Whether that's due to low morale, laziness, specific direction to avoid bothering doctors/nurses or some combination (it seems like all UVa Health System support staff I've encountered suffer from some combination of the first 2 things), it really infuriates me when dealing with receptionist and office manager types.
Is it so unreasonable to expect at least some level of helpfulness if not compassion?
