I think you're missing a key piece here.

But very few observers thought that Jurgen was maximizing the US player pool.

When the manager goes into roster selection with only one criteria: technical skill (complemented by a healthy dose of hubris), he might not select the players best suited to play for the USMNT *as it stands*.

I'm gonna pick on DMB -- though I loved him, but he makes a good example. DMB was playing out of position at left back. He was pretty damn good there, but he probably would have been better at LM. And few would categorize him as "big and strong". Meanwhile, players who were strong defenders were left out of camp (Lleget) to fit JK's vision of what US Soccer *should* be.

A manager seeking to maximize chances might have brought Lleget in and tried DMB at wing, just to see if it brought better chances -- sacrificing some attacking potential from the LB position to get some more strength there and put the best players in the best positions to use their skills.
